The Racecourse Works master planning and delivery activity is now well underway. The Development Agreement, which was entered into in 2017 with Australia’s leading superannuation fund Hostplus and renowned developer Hamton, is actively in its construction phase for Stage 1. This once-in-a-lifetime opportunity over the next 15 years will deliver a new world-class racing facility that is supported by an urban designed residential, retail, commercial and lifestyle precinct. It is exciting to watch the progress being made to deliver the vision to transform the 98-acre Moonee Valley Racecourse site.

October 2021 The Special Use Zone Masterplan - now approved!
The Masterplan that will guide the major transformation of the Moonee Valley Racecourse precinct was endorsed by Moonee Valley City Council (MVCC) at the 26October 2021 Council meeting.
The decision is a key milestone for project progression and follows a thorough planning process and extensive period of community consultation undertaken by MVCC and the Moonee Valley Racing Club (MVRC).
The state significant project involves the redevelopment of racecourse assets on the Special Use zoned land to create a sustainable and contemporary precinct including exciting new social and recreational facilities for community, members, and visitors.
With the Masterplan approved, early works activities will commence in early 2022 in line with the project schedule.

Early Works activities are well underway including finalisation of the functional design plan. Dam consolidation and earthwork activities (which are not subject to a planning permit) currently out for tender with a programmed commencement in Q1 2022.The turf procurement process for the new racetrack is also underway.
The project team is currently seeking Expressions of Interest (EOI) for services to undertake the construction of a new racing surface and associated works as part of the redevelopment of the racecourse.
In accordance with the Masterplan approval the preparation of the planning permit application for the racetrack and associated infrastructure has commenced. The racetrack planning application is programmed for lodgement with MVCC in early 2022.
The redeveloped precinct will feature exemplar sustainability initiatives in accordance with the Club’s corporate strategy objectives. The Project team is currently registering the Racecourse Works project under the EnviroDevelopment sustainable development tool. EnviroDevelopment independently reviews development projects and awards certification to those that achieve outstanding performance across four or more of the provided elements – Ecosystems, Waste, Energy, Materials, Water and Community. Design activities have already commenced on water treatment and harvesting facilities, wetlands, and solar energy infrastructure.

With the Masterplan now approved, the MVCC will be undertaking an assessment of the community needs for the area in collaboration with community stakeholders to determine the sport and active recreation requirements.

Tote Park is a spectacular new 5,000m2 public open space that was completed in November 2020 and will be the centre of the Moonee Valley Park development in the coming years. This heritage-listed building was built in 1938 and was building was built in 1938 as one of the earliest surviving examples of a totaliser betting facility. The building has been protected and restored with a sympathetic yet striking renovation to become an exquisite bar and dining venue and is already proving incredibly popular among locals, racegoers, and those seeking an exceptional dining experience.
The refurbishment and re-imagination of the historic Tote building was completed in July 2021, with TOTE Bar & Dining launching in August 2021.
From project inception, MVRC’s guiding principle has been to preserve and enhance the heritage character of the original Tote building, which has unique stature and significance in Australian racing history.
The revitalised structure complements and directly interfaces with the new Tote Park, creating a contemporary dining, recreation and community precinct at the main entrance to The Valley. TOTE Bar & Dining is the primary visual element within the new landscaped setting and is already a go-to destination for locals and racegoers.
